Vintage Rotary Telephony Dial With Eighteen Numbers

We've no idea what this Vintage Rotary Telephony Dial With Eighteen Numbers was used for!

It measures approximately 14cm in diameter.

Most vintage telephone rotary dials were for the numbers 0-9 inclusive, this one is marked 1-18!  I think it's made from chromed brass or stainless steel, and the numerals are hand painted. In fair used condition, the chrome is pitted and there are fine surface scratches.

A very unusual telephony related collectible which would make a great paperweight!
